Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from various governments. Immense energy is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a ability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, continue.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
